bursar-l: Payment Plans and Collection Costs

My name is Brenda Wagner with Metropolitan Community Colleges in Kansas City. We are researching what other schools are doing in regards to Payment Plans and collections.
 
My questions are:
 
Do you charge a payment plan fee? If so, how much?
 
What happens if a student misses a payment? Late fee and/or other ramifications? If late fee how much? If automatic payment set up do you charge just a non posting charge or do you charge that and a late fee?
 
Once accounts are out to an outside agency, do you pass along the collection costs to the student?
 
Any information would be appreciated.
