Hopefully someone knows the answer to this question, or can direct me to the answer to this question.

If a student is charged an application fee in 2007 for a Fall 2008 start;

and is not enrolled at least 1/2 time in any semester during the tax year 2007;

am I required to send them a 1098-T?

We report"Amounts Billed" .... we have sent1098-T's in the past to this group of "potential/probable" students .... the difference this year is we are changing our ERP system,the "Student" portion will not be fullyLIVE until Fall 2008 and gathering the data will be challenging.
