bursar-l: Internal controls and student refunds

Hi All:

What kind of internal controls do you have in place at your institution
regarding the posting of refunds to student accounts?

What mechanisms do you have in place to prevent a fraudulent refund?

We are a Banner school, so an over-refund will create a charge on the
account, and if an over-refund is not repaid, the account will become
delinquent, but what point would you detect the fraud, and how?

Has anyone created reports to detect improper postings of negative charges,
effecting refunds?

Thanks in advance for any advice you can provide.
