Hi all, same at Wentworth, we wait until the 5th week of classes to
disburse all financial aid. Alternative loans are set to disburse for
the tuition payment due dates...SJC

We are converting to Banner and are looking at some policy changes
regarding the dates we disburse financial aid. I was wondering when
your schools disburse financial aid. For instance, do you disburse 10
days prior to the start of class, on the third or fourth day or two
weeks into the semester after your free drop/add period.

Thank you in advance for helping. We meet with our Administrative
Council this Friday and they want to know what other schools are doing.

I got a request from our financial aid folks to ask around to see if 
any schools have developed a system that works well to keep Title IV 
funds from paying health insurance, if the student does not authorize 
such a payment.
We are a Banner school.   Our Insurance detail code is set up now to 
be considered an "institutional charge", so Title IV funds do pay it 
normally.  There has not, to date, been any attempt to screen 
students to determine if they do not sign the authorization on the 
financial aid application forms.  But we would like to do that, as 
skillfully as possible.
Any great ideas out there?

At Portland Community College, we disburse aid the Monday following our
deadline for tuition refunds, and issue refunds beginning on the
Wednesday
of that week. This gives financial aid a couple of days to audit for
changes
in status. Currently, our refund deadline is the 2nd Friday of term, so
students can begin picking up their refund checks on the third
Wednesday.
This works great. Students have access to charging books to their
student
account through our bookstore, and financial aid repayments are kept to
a
minimum. 
The one thing that does not work well for us is we have a low
participation
rate with direct deposit. This is because students can pick up their
financial aid checks the same day funds would be available in their
account
via direct deposit.  If I were to change anything, I would make sure
students could get their checks via direct deposit BEFORE they could
pick
them up at the window.  We're looking at moving our refunds deadline up
a
week, so I will make adjustments at that time.

We also consider it an institutional charge so that even if a student
doesn't do a Title IV waiver it will still be paid.  I would proceed
cautiously on this.  Competing issues such as premiums paid vs. students
who paid vs. students who haven't paid but still filed a claim can get
really messy.
