bursar-l: Question about eligible fees for 1098T

Hi folks

Please bear with me if my question has been hashed out here before. I'm
a banker turned bursar and this is my first go at the 1098's.

We are a community college with a communter based student population.
Some of our students are able to take advantage of public transportation
and these students can ask to have the fee waived but generally speaking
the fee is required to attend (since you will receive parking
fines/towing/etc...if you aren't registered).

Is this considered a required expense for 1098T purposes?
