Pam,
We do not send e-bills, but from time to time will email students official letters. I usually password protect those files so that students cannot copy the letterhead or manipulate the letter in anyway. Seems like the best way to keep things secure.
With e-bills especially you wouldn't want a student playing around with the statement and changing numbers. While your systems may show the true amount billed a student with a statement that shows otherwise can cause some issues.

Subject: bursar-l: ebills
We are trying to move forward with ebills. Hopefully a quick question:
We currently do not have the capability to assign third party access to view a student's bill. Instead, one option we are tossing around is sending the email with a pdf attachment.
Do you password protect the attachment? If so, what comprises the password?
If you don't password protect, why?
Thanks,
Pamela Johnston
