It is my understanding (which may or may not be correct) that it is based on
enrollment during the allowable period. So if the student’s charges, for
example, were reported as future charges on last year’s 1098T, you would
need to send the 1098T this year to show that they were enrolled at least ½
time. If, however, they do not have reportable charges because their
tuition/charges are fully billed to someone/thing else (like the Veterans
Admin) through a formal arrangement with the school, then you do not need to
send them a 1098T or if their charges are fully covered by scholarships you
do not need to send the 1098T.

Hi there all - Merry Christmas - Happy Holidays!
I'm testing data for 1098T reporting. We report amounts billed on our 1098T
forms.
If a student had no allowable amounts billed in 2005, but had other activity
related to taking classes (book charges & payments, which will not be
reported) are we required to send a 1098T?
