admission application fees and program change fees

Dear List:
We are a small 2000+ students liberal arts college. Our Dean of Admissions is asking that we eliminate the admission application fee and waive our program change fees for incoming freshman (currently we charge all students for program changes after the first day of classes during the add/drop period). Do you charge students to apply for admission? Do you charge a program change fee? If so, how much and when does the fee begin?
