We do not allow registrations for balances over $25. That way if a student
did pay their balance and maybe received a parking fine, their registration
will not be disrupted. We are fortunate to have good upper management
support on this. We do allow students to pre-register for the entire year
at one time. If the student has a balance due for their Fall Semester and
are pre-registered for Spring, we will cancel that registration if the
balance due exceeds $100.
Exceptions - yes we do make exceptions but they have to really be
extraordinary circumstances or something that could be perceived in some way
to be an error on our part - like a buried financial aid file that did not
get completed as it should have. If the student has experienced a family or
medical emergency and has a signed agreement with how they are going to
cover the balances for both semesters, we will review it. No exception is
guaranteed. We take into account past payment history and registration
patterns.
One way that I present and defend these policies is from a student advocacy
perspective. I truly do feel that we are not doing our students any favors
by allowing them to sink into a debt that they will never pull themselves
out of. If they cannot pay the balance they currently owe, we cannot expect
that they are going to be able to pay when that doubles. How is that
helping the student? Also, it is not fair to our students who are paying on
time and in full to have seats taken in classes by students who are not
paying which may prevent our 'good' customers from having that seat.

We hold all registrations if a student has an outstanding balance of any
amount. We do have a system whereby a student can get a "new start" so
to speak. If the student gives us a "good faith deposit" of $500 or 1/2
of what they owe, whichever is less, and signs a promissory note for
mutually acceptable payments, we will allow the student to register for
the upcoming semester. In all cases, the upcoming semester must be
covered in full and prior to registering for any additional semesters,
all balance must be paid in full. If the student does not honor the
agreement and make all payments as agreed, we will not give a second
"deal." Does it always work? I wish, but at least they get the chance
to straighten out their finances with us.

For students who have estimated aid for the future term sufficient to
cover the previous balance along with new charges, we do allow them to
sign a "promissory" note. These are reviewed by a Financial Aid
representative as well as Bursar representative...not everyone who wants
one will get one. We look at enrollment history, grades, etc. If grades
are an issue and the estimated aid may not materialize unless student
gets good grades for the current term, no deal.
We have been fortunate with executive level support of this process.
They rarely request an exception.

We are trying to adjust our registration policy here at Duquesne U.
Currently we allow anybody with a balance of 500 or less to register.
The system removes the hold flag automatically. Students over that
balance, if they push it enough, see one of our VP's and have been
allowed to register, even without enough pending Fin Aid to cover their
balance. Sometimes this goes on semester after semester with some
students. Right now I have a few students that had balances over 10,000
that were allowed to register last Spring for this fall term. Some of
these are now over 20000.
We are trying to implement a prom note for these students to sign along
with trying to not let them register without enough Fin Aid to cover
their balance. For those exceptions we let through, we want to have them
sign a statement acknowledging the fact the their registration will be
cancelled on the first day of class if their prior balance is not paid
in full by that day.
What do you guys do with students with balances who are trying to
register?
