Determine Classroom Attendance

At the beginning of each semester, our university tries to determine
which students began classroom attendance. This information is used by
our Financial Aid Office to prevent paying aid to non-attending
students. It is also used our Student Accounts Office to prevent
issuing refund checks that could result from aid paid to non attending
students.
 
At a mid point in the semester, the same information is again collected
to proactively identify students who left school without officially
withdrawing.
 
Our system of collecting and recording this information is bulky and
unwieldy and quite frankly, isn't working well.
 
I would love to hear about systems in place at other colleges and
universities. What has been tried? What works? What doesn't work?
Suggestions?
