Hi Jeane,
We are maximizing the potential of the Perkins MPN by using it as a
master promissory note that requires only one signature. We have
incorporated the entrance interview and the disclosure into the on-line
process that students can use 24/7 at their convenience.
When we implemented our E-Signature Federal Perkins MPN process, we were
concerned that the one-time signature would be perceived as opening a
"line of credit" and didn't want it to be too easy for students to
become over-indebted with the absence of an annual signature
requirement. To help avoid this, we require our students to confirm any
new award online and to view a disclosure statement before a
disbursement is made.
I am attaching our confirmation page which students use to accept,
reduce or cancel their loans. You may view a sample of our disclosure
statement at http://www.ecsi.net/sample-disclosure.html
<http://www.ecsi.net/sample-disclosure.html> . This is all included in
our online MPN process.

Subject: Perkin's Promissory Note
Good Afternoon!
We have a few questions regarding how schools are handling the Perkins
Loans.
-Are schools using the Perkins's MPN as a master promissory note or
having a new one signed every year?
- Are you doing entrances in person or on-line?
- How are you distributing and collecting signed disclosure forms?
Thanks in advance for your help!
