credit card payments via the web

I seem to remember within the past 2 months, something came around about
new regs when taking credit cards for tuition payments. I basically
ignored because we do not take them. Our grad school now wants to accept
them and I want to make sure we are in compliance. Does anyone still have
the notice and can it be forwarded to me.
