Try the Education Tax Credits Resource Page on NACUBO's web site at http://www.nacubo.org/public_policy/education_tax_credits/. It has links to the final regulations and other documents. There is also a link to a webinar that was conducted live last spring and recorded that answers a lot of questions people had about the reporting requirements. Also, if you or someone else at your institution participates on the Higher Ed Tax listserve, the archives on the web include a number of Q&A's on filing.
The 12/26/02 regulations you have are the final regulations on the tax credits themselves. You also need to look at the final regulations published on 12/19/02 on the reporting requirements for institutions under code section 6050S. The other key document is IRS Publication 1220 which covers all of the electronic filing requirements for information returns (1098s, 1099s, etc.) Anne

Hello All,
Where on the web can I find the latest regulations regarding the reporting requirements for the 1098T?
I've got a copy of the Federal Register from 12/26/02, but is that the latest information?
The production of the 1098Ts has unexpectedly fallen to me this year and I am trying to bring myself up to speed as we have never reported amounts before.
Can anyone recommend a good source of information that I can turn to to review the requirements?
