If the question arises by either the student or the parent, we stress that
the bill is the student's responsibility and that any payment made by either
a parent or grandparent, etc is a gift. The only time we refund payments to
anyone other than the student is when
the student supplies a written request to send the refund to another party
the payment must be returned to a scholarship fund
it is a refund from a Parent PLUS loan.
We generally do not track the origination of payments on student accounts
although we have taken extra steps to note on accounts what payments have
been made by mom and what payments made by dad. Then it is the student's
responsibility to deal directly with his/her parents.

When issuing refunds, what is your institutions policy/procedure.
Do you - Issue the refund to the student? or Issue the refund to the parents
(or person(s) paying the bill)?
We have a situation where a student dropped out of classes at 0% attendance
charge (100% refund). His parents are divorced and his father pays half the
bill through our monthly payment plan provider. As of today, the only
payments on his account were through AMS. What would your school do in this
situation?
