Refunds - Made Payable to Student or Parent?

    When issuing refunds, what is your institutions policy/procedure.
    Do you - Issue the refund to the student? or Issue the refund to the parents (or person(s) paying the bill)?

    We have a situation where a student dropped out of classes at 0% attendance charge (100% refund). His parents are divorced and his father pays half the bill through our monthly payment plan provider. As of today, the only payments on his account were through AMS. What would your school do in this situation?
