Additional Fees for Third Party Billings

Does anyone know of a law or provision that would allow a state university to charge a fee to a third party for services on top of tuition and fees?

We have a third party requesting that we offer credit based courses at their facilities. This would require the university to hire adjunct faculty just for this program. We are wanting to see if we can charge them for the extra services that would be required to provide this special service.
