It was a gray area for us. We actually wanted to credit the credit
cards so we could avoid the fees. But, the students argued that it
was not the same as them returning a pair of jeans. They usually had a
legitimate bill which was due at the time. They used their card where
others might have used a check. The fact that at a later point we
disburse aid is regarded as a separate transaction. So, we dropped the
push to refund to the card, and I think we are on solid ground. We don't
accept credit card payments when there is no balance due, which would
amount to churning, with them getting points, and us
paying fees. Hope this is helpful,
