    Point Park College does withhold transcripts for unpaid balances. We
    publish the statement that transcripts will not be released if balance is
    outstanding. Also on the transcript request form instructions:

    "No transcript of a student's record will be issued for students or alumni
    whose financial obligation to the college has not been satisfied and until
    the transcript fee has been paid."

    Lately we have had more than the usual number of students who believe that
    withholding transcripts for non-payment of tuition and fees is everything
    from immoral to illegal. For some reason students think we are the only
    school that do this.

    Does your school withhold transcripts for non-payment and how do you
    respond to "it's illegal"?
