This is a common opinion of students. Santa Clara University withholds official transcripts for non payment of tuition, fees and other charges. Currently enrolled students may have unofficial transcripts and we will, release transcripts directly to liscencing boards or employers.

Lately we have had more than the usual number of students who believe that
withholding transcripts for non-payment of tuition and fees is everything
from immoral to illegal. For some reason students think we are the only
school that do this.
Does your school withhold transcripts for non-payment and how do you
respond to "it's illegal"?
