We do hold transcripts and we explain to them that it is the only leverage we
have left in order to be paid. I have never had anyone tell me it is "illegal",
but if they did i would request the statute that they are quoting from. I would
also explain that receiving services and then not paying for them is stealing
and that is also "illegal".

Lately we have had more than the usual number of students who believe that
withholding transcripts for non-payment of tuition and fees is everything
from immoral to illegal. For some reason students think we are the only
school that do this.
Does your school withhold transcripts for non-payment and how do you
respond to "it's illegal"?
