The comments about charging third parties brings up an interesting point.
How would you view state prepaid tuition plans. For example, we have many
students from Alabama, Florida, Texas, etc. that attend The University of
Mississippi, and their tuition and fees are partly paid by a state prepaid
tuition plan. In order to receive the payment, we have to bill the various
state agencies. Do you plan to charge the prepaid plan a service fee for
billing these state agencies, and would they even pay if you did bill?
I guess the question is who should be considered as a third party sponsor
especially if you plan to charge for this service. Another question is
should the student pay the service fee or should the sponsor? In theory
the student could pay up front (via credit card), and be reimbursed when
the sponsor pays.
