Refunds to Students

I would appreciate your ideas and experience with the following issue:

The University of Delaware will process a refund of a credit balance on
a student's account directly to the student upon their request. We do
not determine "who" paid the funds to create the credit prior to
processing a refund to the student because the account belongs to the
student.

Refunds of a credit balance created by parent loan proceeds are refunded
to the parent loan borrower.

Do other institutions handle refunds in the same manner and if so, do
you state somewhere that the account is the "sole property" of the
student (or some other language that makes it clear as to the ownership
of
any credit balance)? Ownership of the account when there is a balance
due doesn't appear to raise the same issues as a credit balance.
