Make sure you check out all the pitfalls that may be lurking regarding
nonresident alien tax and immigration issues. An excellent place to ask
your questions would be on the aliens-l listserv. If you are not subscribed
there, go to http://listserv.utk.edu/archives/aliens-l.html and click on the
3rd button down to get subscribed. This whole area of taxation is fraught
with complexity.

Help! My Financial Aid Director (and the Dean of Student Affairs) would
like to start discussion on beginning an International Student Loan Fund.
We have been consistently getting a sizable gift from donors to fund our
International Student Grants and would like to look into the possibility of
making part of the annual donation into a loan fund for international
students (instead of pure grants -- we assume (but will know for sure
before we begin) that the donor(s) agree to the change).

We are a small, private, 4-year institution and we have not yet begun any
loan programs here at all (whether Perkins or our own funding); so I feel a
little in the dark as to where to begin to determine if these is feasible.
And if it is feasible where I begin to set the program up.

Please if you have any information on beginning a loan program or can point
me to some references to begin (whether loan funds in general or if there
are any particulars with respect to international students), it would be
much appreciated! Of course, Student Affairs is wondering if we can begin
this fall - so I need to know the pitfalls and concerns immediately.
