Is the Perkins Institutional Capital Contribution still 1/3 (33.3%) of the
Federal Capital Contribution or 1/4 (25%) of the combined FCC + ICC?

I checked the IFAP website and the Federal Perkins section of the Student
Aid Handbook is still not available. We're needing to book matching funds
and any help is appreciated!
