Here is a clarification from Pam Moran regarding the previous posting about
a "mandatory website" for schools by July 1, 2001. While it is an option
for schools, there is no requirement for the Perkins program.

Yes, I've been monitoring the items that popped up the last two days. I
also received a message from Pat Piper asking me to clarify. The
Department's Office of General Counsel (OGC)has confirmed my understanding
that this is optional on the part of schools in the administration of the
Perkins program and that we are working to provide them minimum standards
should they wish to develop/enhance an in-house system to handle Perkins
records, including promissory note signature, electronically. We are also
developing an ED-pin based system for electronic signature of electronic
promissory notes for the William D. Ford Direct Loan Program that we are
planning to offer for use by Perkins schools and FFEL lenders as an option
should they wish to use the service. The Department is under the requirement
to develop the system/standards for electronic promissory notes by July 1.
There is no requirement for use by FFEL lenders or Perkins schools should
they not want to venture into the use of electronics in administering the
program, particularly in the completion of promissory notes. Market
competition and customer demandn will likely propel FFEL lenders into it. I
would think that other factors, such as service to borrowers, efficiencies,
and reduced costs will more likely influence school decisions in the Perkins
program.

Hi Pam,

I saw the message below on the lms listserve. Are you on the listserve as
well? Perhaps you can respond? I did not understand that the institutions
were required to have their websites completed by July 1, 2001. Could you
please shed some light on this matter before it gets out of hand.

Hello everyone,

Our Financail Aid Director attended a state financial aid meeting yesterday,
the topic was E-Signature. A rep from the Department of Ed (Boston Office)
was there and indicated that as of July 1st it is mandatory for schools to
have an electronic promissory note website for Perkins Loans. It is not
mandatory that a student sign on-line but we must have the site up and
running so that we are able to offer the student the option.
This was the first that I had heard regarding the July 1 deadline. Has
anyone else heard anything? Are schools going to have their own IT people
build the website or will you outsource?
I plan on emailing Tom Threlkeld, the presentor from yesterday, to see if he
has any additional information that he could share. I will keep you
updated.
