I recently posed the following question to the listserv:
"May a student appoint another person (e.g. parent) as power of attorney to
sign her Perkins promissory note if she is studying abroad on an approved
program?"
After receiving conflicting responses from the list, I posed the question
to ED for a definitive answer. Today, I received the following e-mail from
their customer service bureau:
>No, you can mail the original to the student , the student can
>sign it and fax the prom note and mail the original to the school. It is
>very difficult to enforce if the student's signature is not on the prom
