Hope everyone had a great holiday.

We are in the process of revising our financial policies
and I need to document specifics if I can.

It is my understanding that schools are allowed to hold
grades, transcripts, registration, diplomas and
participation in commencement if student is past due on
his/her student account.
Is there a specific regulation that addresses this issue?
If so, where can I locate this information.
