The July 1, 1998 was a phase-in of the Lifetime Learning credit
that only applied for the first year. It was one of those congressional
budgeting devices to make the tax credits look less expensive. For 1999
and all subsequent years, the tax credit covers expenses incurred for the
entire year. Anne

Subject: Lifetime Learning Tax Credit
Are expenses paid on or after January 1, 1999 eligible for the
Lifetime
Learning Tax Credit? If I remember correctly, last year
eligible expenses
for the Lifetime Learning credit were only expenses paid on or
after July 1,
1998. Did this change for tax year 1999?
