At John Brown University, we charge $45 per semester for local service, but
include it in R&B. We charge $.05 per minute out of state and $.07 per
minutes in state, 24/7, for LD. We have a $.30 per call surcharge and a six
minute minimum. All students are automatically signed up. They must bring
their own phone. We do not have voice mail for them, so they use answering
machines. We use ECCI for billing. There is no web access.

We charge no fee to our students for local telephone service. There is one
active telephone line per dorm room, with a Direct Inward Dial (DID) phone
number. We provide voice mail with an individual mailbox for every student,
at no charge. We do not provide a telephone, but any analog telephone
(i.e., Radio Shack, $15) will work. The long-distance rates depend on
whether or not the student signs up for internet-based billing. Without the
signup, it's $.10/minute off-peak, $.15/minute peak (8-5, M-F). If they
sign up, it's $.05/minute off-peak. I can't remember the peak, but I think
it's $.08/minute. No charge to sign up for the discount rate, just have to
receive bills via e-mail rather than paper/postal mail. They have the
ability to view all their calls via the web and to pay their bill via the
web.

I think our dorm residents are getting the best deal in town for long
distance service, but as usual, they're complaining about it. I would like
to hear from other colleges regarding these two questions:

(1) Do your dorm residents pay fees of any sort for their phone service
(local and/or long distance)?
(2) What is the per-minute rate they pay for long distance calls?
