Definitely hold transcripts on loans assigned to ED. ED even recommends that
you do. Refer to section V - General Information, paragraph D - Withholding
Transcripts, on page 15 of Dear Colleague (now Partner) Letter CB-98-13 or on
page 17 in CB-98-14 dated September 1998.
Since you are new, here is how to find Dear Colleague Letters (DCLs...now
called
Dear Partner Letters...):
Go to http://ifap.ed.gov
Scroll down the page and click on "Dear Partner Letters"
Select the publication year (in this case 1998)
Select the letter type (in this case CB for campus-based)
Scroll down until you find the appropriate letter (in this case CB-98-13)
Open the letter by clicking on the underlined, blue letter reference number.
Those of you who are not familiar with this website really need to take
some time to explore it. You'll find there just about all you need. For a
general view of all the publications available to you, click on "Current SFA
Publications" at the top of the page. Then browse by clicking your down
arrow.
