Financial Registration Techniques

Could you share some information with me about enrollment
verification?

At North Central University (traditional enrollment approximately
1150), students are invoiced for a future semester about 2 months
prior to the start of that semester. Students are requested to
complete and return a tear off coupon from the bottom of the invoice
with any necessary payment to complete and confirm their financial
registration. If students do not confirm their financial
registration by a communicated deadline, a late fee is charged when
the registration is completed and/or confirmed.

This registration process which occurs primarily by mail has been in
place at North Central for 3 years, replacing an "arena" style
registration. Students no longer have to stand in lines as they did
with the arena style registration, but . . . we have encountered some
problems -

    Some students do not see the need to return the coupon and
    confirm their registration if the sum of their financial aid
    exceeds the cost of the semester. If this occurs, their
    registration is not confirmed until the student does respond and
    this student will be assessed a late fee.

    Students participating in a monthly budget plan (outsourced)
    must re-communicate to North Central each semester about their
    budget plan even if they are participating in an annual budget
    plan. Students who do not return the registration confirmation
    coupon are not considered financially registered and will be
    assessed a late fee and will not be considered financially
    registered until they do respond.

A inordinate number of students are not confirming their financial
registration and have been assessed late fees. We have been
unsuccessfully brainstorming about alternatives. We do not want to
return to an arena style registration, but must devise some method of
determining if and when a student is actually here and attending
classes. Some of our courses have a required classroom attendance,
but some of the upper level classes do not have required classroom
attendance. As a result, we cannot rely on faculty feedback on
enrollment rosters. We are not eager to go from classroom to
classroom, or dorm room to dorm room to find students and determine
enrollment.

Some things that we presently do - meal plans are not activiated for
students who have not completed their financial registration.
Consideration is being given to blocking textbook purchases that are
charged to the student account if their financial registration has
not been completed.

Can anyone of you share your registration techniques and what does
and doesn't work for you? I'd appreciate any gems of wisdom that
come my way!! :>)
