Margo,
One suggestion is to check the Social Security Death Index -- it is a pretty
good source of information. Since it typically includes the last place of
residence and date of death, it would give you clues as to where to start
tracking down a death certificate.
Caveat - the website is not always current, although they are working hard
to keep it updated, and doesn't include the entire population. But I have
had good success...

Hi Everyone,
We have a defaulted National Direct Student Loan account that has been
recalled from a collection agency due to non payment. While doing an
address trace through the credit bureau a message "Date of Death 6/96"
appeared. How do we go about getting a death certificate on this borrower
when we can not find his last place of residence?
