Utilizing ID numbers or Social Security Numbers

Our University is currently in the process of implementing a new
administrative computing system (Banner 2000). The question of whether
to use social security numbers, or ID's for students is being discussed.
Understanding the reporting requirements for Hope and Lifetime Learning
Tax credits, as well as the fact that Social Security Numbers may not be
easy to obtain, can you give some of the reasons why you chose to use
one or the other. If privacy issues were a factor please indicate so.
FYI - we have 8,000 degree students and 12,000 CE and non credit
students.

Getting a better understanding of the decisions you made, as well as
the reasons for them will help us in making our decision.
