The effective date was 7/1/98 because that was how the law was enacted.
Going forward 1/1 is the eligibility date.

Are expenses paid on or after January 1, 1999 eligible for the Lifetime
Learning Tax Credit? If I remember correctly, last year eligible expenses
for the Lifetime Learning credit were only expenses paid on or after July 1,
1998. Did this change for tax year 1999?
