Are expenses paid on or after January 1, 1999 eligible for the Lifetime
Learning Tax Credit...last year...only expenses paid on or after July 1,
1998. Did this change for tax year 1999?

Finally one I can answer---------
LLC did not change for 99, it just started mid-year 98. So the Jan 1, 1999
payments would be eligible for the 1999 LLC (provided they met all the
other requirements of course).
