We are changing our refund policy this coming Spring so we are debating on
whether or not to issue book vouchers. I would like to know the process
that other schools have for issuing these vouchers and the pros and cons.

All,
Here is an interesting situation. An international student paid their
$900 tuition bill with a debit card. Meanwhile, their father from
another country wired $14,900 to us. Now we are looking at issuing a
$14,000 refund to the student. It certainly seems like this was
probably done to avoid reporting an international cash transfer of over
$10,000. However, I am not finding a specific regulation saying we
can't issue this refund. Any suggestions or specific regulation cites
would be appreciated.

Hello all, hope the semester is starting well. Prior to classes and
during the first week, our private college with 2400 traditional
students issues something we call "book vouchers" to students who will
have a credit from aid and loans once everything is disbursed to their
account. The students' account is charged for the value of the voucher,
The students get their books, and the bookstore bills the school.
There are always students asking for vouchers who do not have a pending
credit due to the same old reasons, procrastination, lack of approvals,
etc. Our academic counseling office feels that we should loosen the
standards and let any student charge books up to some reasonable amount,
perhaps $500 since without books, a student starts failing right off the
bat with a higher potential for dropping out or failing out.
How do other schools handle book vouchers?

We do not allow vouchers unless they have aid coming in to cover it. This
forces the student to sign the prom note, fill out the FAFSA, etc. quickly.
Once we verify they did their thing (even late) we'll do the voucher because
the aid "is on the way".
In dire situations I believe Financial Aid will give Need Grants to help out
but that is it.

My legal counsel has informed me that in the event of a bankruptcy filing,
we are not obligated to permit the debtor to incur more debt. Therefore,
when a student who is in bankruptcy wants to re-enroll, we calculate the
amount of tuition he/she will owe for the new term and require payment in
full for that term with cash or money order before we release the
registration hold.
