All credit balances on students accounts are paid to the student, unless the credit balance is created by the disbursement of a parent plus loan, then authorizations are obtained from the borrower to issue the refund to the student. There is not a way to monitor or verify the original payment provider.

Scenario - a parent paid in full for a student's tuition and fees and a course or full course load is dropped causing a credit that will
be refunded. Whom would you make the refund payable to, the student as owner of the account or the parent as maker
of the payment?
