I second Ashley's nomination! It is extremely annoying that even with
student approval we cannot withhold the funds. We end up sending
students their full refund with a note informing them that they still
owe a balance and should remit payment. All do, but one day we will get
that student who doesn't then comes up for graduation and wonders why
we're not letting them graduate.

The most burdensome rule for us is the Title IV rule which states only
$200 of current year financial aid can be used to pay prior term tuition
and fees. This makes it difficult because in some cases we process
refunds to students that still owe us money. Even if the student is
willing to sign an agreement stating we can use current semester aid to
pay a prior term fee, we still cannot legally do this automatically.

favorite regulation, and I'll take the list forward to the Advisory
Committee on Student Financial Assistance.
Under the Higher Education Opportunity Act of 2008, the Advisory
Committee was charged with conducting a review and analysis to determine
whether regulations affecting higher education are duplicative, no
longer necessary, inconsistent with other federal regulations and overly
burdensome. I have a meeting scheduled in a couple of weeks, and would
