Geri,

We only allow students to register for the next semester, if their current
semester balance is paid. However, this means that they can sit through an
entire semester before paying their current semester balance (They are
"penalized" by a 1% per month service charge on the unpaid balance and
because they can't register for the next semester). We treat enrollment in
our payment plan (with TMS) as a payment in full, at the beginning of the
semester.

Will you be summarizing the responses you have received? Could you share
them? This is a "hot topic" on our campus right now.
