Friends: Happy New Year to all. I wanted to share with you a message I
sent today to NACUBO member institutions. My ability to pull a good
bursar/sfs list from our database is imperfect, so even if you are at a
member institution we may have missed you. There are a number of
embedded links in the alert but the color change is subtle: they show
up better if you run your cursor through the message. Anne

Dear Colleague:

I want to bring to your attention several items published by the US
Department of Education and the Department of Veterans Affairs over the
holidays. Because two of these allow very short response times, we did
not want to wait until next week's scheduled E-bulletin.

1. The VA issued a notice of proposed rulemaking

Veterans Educational Assistance Act of 2008. In many ways the proposed
rules are unremarkable as they borrow heavily from existing rules for
current VA benefits. In fact, the proposed regulations rely so heavily
on references to existing regulations that NACUBO has created an
annotated version of the notice

regulations do not directly address many of the questions about payment
processing that are of concern to business officers, they begin to lay
out the framework for the new benefits.

The deadline for submitting comments to the VA on the proposed rules is
January 22. Please also share any concerns you have with me at

2. The Department of Education issued a notice on December 31

serve on negotiated rulemaking teams to help ED draft regulations to
implement the Higher Education Opportunity Act. In the notice, ED lays
out the topics that will be covered by five committees:

Team I Loans-Lender/General Loan Issues

Team II Loans-School-based Loan Issues

Team III Accreditation

Team IV Discretionary Grants

Team V General and Non-Loan Programmatic Issues

Business officers and bursars are key stakeholders that ED would like to
have represented on the teams. NACUBO intends to nominate members to
serve as negotiators on our behalf and could use a few more volunteers.
In particular, we are seeking business officers from institutions that
participate in the TRIO, GEAR UP, and migrant education programs who are
interested in representing NACUBO on Team IV. A considerable time
commitment is involved, with three to four three-day meetings to be
scheduled between February and May in Washington. NACUBO will cover
travel expenses. If you might be interested, please contact me at
anne.gross_at_nacubo.org and I will provide more details. The deadline for
submitting nominations to ED is January 23.

3. Finally, ED released a Dear Colleague letter (GEN08-12) on
December 31 summarizing the Higher Education Opportunity Act. HEOA, the
long-awaited reauthorization of the Higher Education Act, encompassed
some 500 pages. ED's "summary" runs 219 pages, but is much easier to
read. The last 12 pages are devoted to a useful chart listing effective
dates of various provisions. Links to the Dear Colleague letter, the
legislation, and NACUBO's earlier summaries of HEOA provisions of
particular interest to business officers are available on our HEOA
resource page
